Hospital Outstation Point of Entry Liaisons Workgroup

The Hospital Outstation Point of Entry (HOPE) Program is a partnership between the Hospital Association of San Diego and Imperial Counties (HASD&IC) and the County of San Diego’s Hospital & Community Support Services (HCSS), within the Eligibility Operations Department. The HOPE program has been designed to increase timely access to benefits for which individuals are eligible including but not limited to, Medi-Cal, CMS, CalFresh, and other public programs at local hospitals.

The HOPE Liaisons Workgroup includes HASD&IC, hospital staff and contracted vendors at participating hospitals, and the County of San Diego’s Hospital & Community Support Services (HCSS) leadership team. The Workgroup meets regularly at least once a month to review referral and eligibility processes, to evaluate and assess the needs of the program and share Medi-Cal eligibility/program updates.

HASD&IC, participating hospitals, contracted vendors, and any additional staff affiliated with the HOPE program share the mission and philosophy that only patients who are eligible for Medi-Cal, CMS, CalFresh and other public program benefits, receive the benefits administered by the County.

HASD&IC HOPE Medi-Cal Program Integrity Policy

The HOPE Policy and Procedures Manual provides guidelines of the HOPE program to participating hospitals, and participating contracted hospital vendors on application submission, inquiry workflow process, and communication between County HOPE, hospital staff, and vendors. These guidelines promote a common and transparent understanding of operations, program policies, and maintain a system of uniform communication among all partners.
