HASD&IC Board Meeting Highlights

The HASD&IC Board of Directors convened on Sept. 25. Board Chair and UC San Diego Health CEO Patty Maysent, MPH, MBA, officiated.  

Special guests Luke Bergmann, PhD, and Nicole Esposito, MD, from the County of San Diego Health and Human Services Agency Behavioral Health Services, provided an update and answered questions related to implementation of Senate Bill (SB) 43 (2023). SB 43 makes changes to the Lanterman-Petris-Short Act — a California law governing involuntary detention, treatment, and conservatorship of people with behavioral health conditions. The progress update touched on education and training; alternatives to emergency departments; public conservator procedures and capacity; and expanded treatment, services, and support. Discussion focused on impacts, regulation and payment advocacy, emergency department diversion, and crisis stabilization unit capacity.

Board update and discussion of regional priorities also included emergency medical services, local environmental health impacts, Medi-Cal managed care, the 2025 Community Health Needs Assessment, and local advocacy. State and federal priority issues reviewed by the board included seismic reform, Proposition 35, the Office of Health Care Affordability, the Hospital Quality Assurance Fee Program, the managed care organization tax, Medicaid disproportionate share hospital, and maternity care, along with other issues of focus for the coming year.
