2022 HASD&IC Annual Meeting

Carmela Coyle serves as the President & CEO of the California Hospital Association, a position she has held since 2017. Representing more than 400 hospitals and health systems throughout California, CHA is the lead advocate for California hospitals with the state and federal government. In addition to her role with the association, Carmela serves on the national Coalition to Protect America’s Health Care board, as chair of the board of Californians Allied for Patient Protection, and as co-chair of Behavioral Health Action, a coalition of more than 50 statewide organizations creating change to improve behavioral health. She also serves on state advisory boards on behavioral health and health information exchange, the Partners in Care Foundation Board of Councilors, and the USC Leonard Schaeffer Center for Health Policy Advisory Board. 

Previously, Carmela led the Maryland Hospital Association for nine years, where she played a leading role in shaping a statewide, value-driven health care delivery system. Prior to that, she spent 20 years with the American Hospital Association (AHA), including 11 years on AHA’s Executive Management Team, where she served as the senior vice president of policy. Earlier in her career, she worked for the Congressional Budget Office in Washington, D.C., advising members of Congress and their staff on the economic and budgetary implications of legislative policy.

Kirsten Barlow joined the California Hospital Association as Vice President, Policy in December 2021, where she manages behavioral health policy issues. Over the three prior years, Kirsten established an independent consulting practice providing policy, finance, and strategic expertise to clients, including: Aurrera Health Group; the National Alliance of Mental Illness – California; California Public Administrators, Public Guardians, and Public Conservators Association; California Hospital Association; Hospital Association of Southern California; and Hospital Council of Northern and Central California.

Prior roles during her career have included serving as lead lobbyist and then Executive Director for the County Behavioral Health Directors Association, Executive Officer at the Council on Criminal Justice and Behavioral Health, and policy and communications positions at the California Department of Mental Health, Los Angeles County Department of Mental Health, and the California Assembly Human Services Committee in the State Legislature.

Kirsten has a Master of Social Welfare (MSW) degree from the University of California at Berkeley, and a bachelor’s degree in psychology from the University of Michigan at Ann Arbor. 

Melissa Stafford Jones serves as Director of the California Children and Youth Behavioral Health Initiative at the California Health & Human Services Agency.  Melissa’s career in health policy is grounded in deep dedication to the vision of improving health, well-being and opportunity for all Californians to thrive and fully reach their potential, particularly those who are the most underserved and face the most structural barriers to opportunity. As Director of the Children and Youth Behavioral Health Initiative, Melissa is working with CalHHS departments, sister state agencies and with partners and stakeholders throughout the state to reimagine California’s children and youth behavioral health system into an innovative, up-stream focused, ecosystem where ALL children and youth are routinely screened, supported, and served for emerging and existing behavioral health (mental health and substance use) needs.  Prior to her appointment to CalHHS by Governor Newsom in Fall 2021, Melissa was Executive Director of the First 5 Association of California leading the development and implementation of the organization’s strategies to advance a whole child, whole family, equity-centered early childhood policy and systems change agenda.  She served as Regional Director for the U.S. Department of Health and Human Services Region IX from 2014-2017 under the Obama administration and worked in partnership with local and state organizations, key stakeholders and elected officials in communities throughout the region to implement the Affordable Care Act, increase access to health care and social services, and improve the lives and health of diverse communities.

Melissa previously was President & CEO of the California Association of Public Hospitals and Health Systems leading the organization’s strategy to advance public policies that support the essential role of the safety net and improve health status and access to care for low-income and uninsured individuals and communities. In addition to her experience in public and health policy, she also worked in philanthropy, serving as Executive Director of the Dean & Margaret Lesher Foundation.

Melissa holds a Masters degree in Public Health from the University of California at Berkeley and a Bachelors of Science in Biology from Saint Mary’s College of California.

Dr. Daniel Kim M.D. is a board-certified geriatric psychiatrist who completed a clinical fellowship in geriatric psychiatry in 2005 followed by an NRSA postdoctoral fellowship, both at the University of California, San Diego (UCSD).  He subsequently served on the faculty of UCSD as medical director of the Senior Behavioral Health Intensive Outpatient Program, as well as the associate medical director of the Senior Behavioral Health inpatient unit, till moving to Stanford University in 2016, where he now serves as medical director of the inpatient geriatric psychiatry service and program director of the geriatric psychiatry fellowship.   

Marshall Moncrief is the Chief Executive Officer of Mind OC, a not-for-profit organization created to advance the community-wide collaborative Be Well OC: a robust, cross-sector coalition creating tomorrow’s mental health care system. He also serves as a commissioner for the Orange County Commission to End Homelessness. Marshall is a licensed psychotherapist and holds an executive MBA in healthcare management. For more than 15 years prior to his current role with Mind OC, Marshall served as the executive clinical and administrative leader of mental health and addiction services for the Hoag Health and Providence-St Joseph Health Systems (PSJH). In this prior role, Marshall developed the Institute for Mental Health and Wellness for PSJH Southern California, overseeing hospital and primary/specialty care services across LA, Orange County and the High Desert. He created California’s first residential addiction treatment program co-located with an acute-care hospital, and co-founded the ASPIRE consortium, which scaled across 4 independent health systems a unique treatment program for adolescents and their families. Marshall has enjoyed direct clinical work in private practice, as well as teaching for local colleges and universities. 

Marshall lives in Huntington Beach with his wife and 7-year-old son. He visits his 22-year-old daughter at the University of Oregon as often as she’ll let him… and he speaks regularly on the need for thorough psychiatric evaluation for anyone considering having kids 15 years apart. 

Moderator

Dr. David Duncan is an emergency physician who completed his training at UC Davis in 1994 as Chief Resident following which he stayed on as faculty and Assistant Residency Director until 1997. In 1997 Dr. Duncan moved out into community emergency medicine where he began participating in EMS as Medical Director for a number of agencies including CALSTAR Air Ambulance, REACH Air Ambulance, CAL FIRE, and most recently as the Director of the California Emergency Medical Services Authority (EMSA) from 2019 – 2021.  During his tenure as the EMSA Director he helped lead California’s emergency response to the COVID pandemic. He enjoys inventing medical devices and has over 20 patents issued.  He also enjoys golf, skiing and playing the drums.  He previously had a cover band appropriately named the “Agonal Rhythm Band”.

Adam Heinz joined REMSA Health in 2002. Having held a variety of leadership roles including EMS Supervisor, Clinical Development Manager and Director of Clinical Communications, he is now responsible for the strategic advancement of REMSA Health’s innovative health care projects. A national award-winning senior leader, Adam represents the collaborative and business interests of the organization with regional partners, regulatory representatives, and elected officials. In addition, Adam oversees the organization’s clinical services and its Center for Integrated Health and Community Education.  

Adam is an alumnus of the University of Nevada Reno and in 2020 he completed an MBA program with an emphasis in healthcare leadership. In addition to being a Nationally Registered Paramedic (NRP), Adam is certified as a Nevada State EMS Instructor and as an Advanced Emergency Medical Dispatcher (AEMD). Currently, Adam serves on the Clinical Practices and Standards, and Mobile Integrated Health Committees of the National Association of EMS Physicians. In addition, he serves as vice-chair of the Professional Standards Committee of the American Ambulance Association (AAA) and was appointed as that organization’s representative to the board of directors of the National Registry of Emergency Medical Technicians. Locally, Adam serves on the community advisory board for Donor Network West.  

Harris Koenig has more than 40 years of comprehensive healthcare experience including strategic development, health care policy, and hospital operations. He served as a hospital chief executive officer for 20 years. He currently serves as the hospital liaison to the County Covid-19 Response Task Force and as part of that effort facilitated the County Department of Public Health Skilled Nursing Facility Task Force. He has been actively involved in hospital emergency department and emergency medical system improvement efforts, including prior participation as the hospital representative on the Inland Counties Emergency Medical Agency’s Emergency Medical Care Committee and, the Hospital Association Inland Region EMS Ad Hoc Committee. Mr. Koenig assisted in the development of the ConFire Emergency Communications Nurse System – a 911 call nurse triage program. He currently is supporting the newly formed San Bernardino County Response, Transport and Treatment Executive Group. Mr. Koenig is President of Harris Koenig & Associates, a healthcare and leadership advisory services group.  

Justin Ziombra is the Vice President of Data Analytics at the California Hospital Association (CHA). In his role, he creates data-driven analyses to identify trends, spot opportunities, and evaluate the impact of state and federal policy changes, and translate the results of these analyses to stakeholders, elected officials and California hospitals. Prior to joining CHA, Justin was a Director on the Policy and Data Analytics team at the Maryland Hospital Association, provided consulting services for private equity clients in the financial services division of Avalere Health, and worked as a critical care registered nurse and nurse manager at The George Washington University Hospital in Washington, D.C. He holds a BA in economics and an MBA from the University of Maryland and a BS in nursing from George Mason University. 

David W. Bond is a Licensed Clinical Social Worker and Board-Certified expert in traumatic stress. He currently serves as the Director of Enterprise Behavioral Health at Blue Shield of California, where he leads initiatives to restore, sustain and enhance the behavioral health and wellbeing of our members. Before joining Blue Shield, David served as Vice President of Programs at The Trevor Project, the leading national organization providing crisis intervention and suicide prevention services for LGBTQ youth. He also previously served as Manager of Youth Development Programs at Rady Children’s Hospital-San Diego. In David’s extensive clinical experience, he has specialized in youth and trauma. He was a practicing psychotherapist and has taught and presented widely on topics of physical and sexual abuse, domestic violence, suicide prevention, clinical and policy considerations for underserved and inappropriately served communities, access to care and program evaluation.

MODERATOR

Dr. Kevin Barnett has led research and fieldwork to advance hospital community benefit practices and increase health workforce diversity for nearly three decades, working with hospitals, government agencies and community stakeholders across the country. He serves as the Executive Director of CACHE, a national center supporting evidence-informed intersectoral collaboration between healthcare, related sectors, and diverse community stakeholders. Recent work includes partnerships with the National League of Cities (NLC) to support equity focused strategies in cities across the country. Current work includes a partnership with Communities Lifting Communities (CLC) at the Hospital Association of Southern California that includes a collaborative strategy to invest in affordable housing through the LA Partnership, and a contract with the city of Roanoke, Virginia to facilitate the establishment of two Resident Advisory Councils to guide intersectoral investments in community revitalization. Recent work in the workforce diversity arena includes serving as co-director of the management team for the California Future Health Workforce Commission and co-author of the 2018 report “Meeting the Demand For Health.”

Kevin serves on the Board of Directors for the Trinity Health System and the Pathways Community Hub Institute, the Metrics Advisory Council for the Lown Institute Hospitals Index, the Advisory Board of Health Career Connection, and the Expert Working Group for the UMN Rural Health Research Center.

Randy Oostra, DM, FACHE (63), is the Chief Executive Officer of ProMedica, a not-for-profit mission-based, integrated health and well-being organization headquartered in Toledo, Ohio. The $7 billion organization serves communities in 28 states. It offers acute and ambulatory care, an insurance company with a dental plan, and post-acute and academic business lines. The organization has more than 43,000 employees, 12 hospitals, 2,500 physicians and advanced practice providers with privileges, 1,000+ healthcare providers employed by ProMedica Physicians, a health plan, and more than 335 assisted living facilities, skilled nursing and rehabilitation centers, memory care communities, outpatient rehabilitation clinics, and hospice and home health care agencies.

Randy has more than 40 years of health care and management expertise, with 25 of those years spent at ProMedica. Randy is regarded as one of the nation’s top leaders in health care and has earned a spot on several prestigious listings, which include Modern Healthcare’s 100 Most Influential People for five consecutive years (2017-2021), Becker’s Hospital Review 100 Great Leaders to Know in Healthcare (2019) and Modern Healthcare’s Top 25 Innovators (2022).

Mark Rukavina is Program Director of the Community Benefit and Economic Stability (CBES) Initiative and Director of Business Development at the Community Catalyst Center for Consumer Engagement in Health Innovation. Community Catalyst is a national non-profit advocacy organization working to build consumer participation in the health care system. Mark’s responsibilities include overseeing the CBES Initiative’s work to develop hospital community benefit, financial assistance, and billing/collection policies that are consumer-friendly and responsive to community needs. He also manages advisory service offerings to assist health plans, provider groups, social services organizations, and others to effectively engage consumers in new models of care, as well as advise hospitals and hospital systems on effective methods of community engagement and partnership.

Mark has decades of experience working on health policy issues. He is recognized for his policy expertise on healthcare affordability, medical debt, community benefits, and community health improvement. He has testified before various House & Senate Congressional committees and the Consumer Financial Protection Bureau. He has participated in several Healthcare Financial Management Association working groups and served on the HFMA 2020 Medical Accounts Receivable Task Force.

His previous experience includes serving as the managing director at Community Health Advisors, LLC; executive director of The Access Project, a national nonprofit organization; and program director for a partnership under a national demonstration program sponsored by AHA’s Health Research and Educational Trust. He holds an MBA from Babson College and a BS from of the University of Massachusetts in Amherst.

Dr. Roberta Waite is Dean and Professor of Nursing at Georgetown University. Her professional career spans working as a nurse in trauma I level academic health systems as a clinician and administrator and in higher education working at Drexel University for 19 years before joining Georgetown. Waite also served as the Executive Director of the Stephen and Sandra Sheller 11th Street Family Health Services of Drexel University, operated in partnership with Family Practice and Counseling Network servicing clients across the lifespan using a transdisciplinary approach to care. Waite’s scholarship and research centers on behavioral health, structural influencers of health and racial justice. Waite serves as a board director for corporate Trinity Health, a leading, national, multi-institutional Catholic health care delivery system; the Family Process Institute; and Independence Blue Cross Foundation. She recently served as an expert for Governor Wolf’s Think Tank to develop guidelines and benchmarks for a Trauma Informed Commonwealth of PA and served as co-chair of the Racial and Communal Trauma Prevention Action Team for HEAL PAs’ Trauma-Informed Pennsylvania leadership team. Waite also serves on the Advisory Group for COACH (Collaborative Opportunities to Advance Community Health), a cross-sector collaborative that brings together health systems and community-based organizations to address community health needs in Greater Philadelphia; the Advancing Health Equity National Advisory Committee; and the National Quality Forum’s MAP Health Equity Advisory Group.
