The HASD&IC Board of Directors convened on May 21. Board Chair and Palomar Health CEO Diane Hansen, CPA, officiated.
The agenda included an update and discussion on regional priorities, including the 2025 Community Health Needs Assessment, Point-in-Time Count of people experiencing homelessness, regional Medi-Cal enrollment and impacts of potential changes, and local advocacy events.
Federal and state updates included the federal budget debate, impacts of proposed Medicaid and state-directed payment program changes on California, state budget challenges related to the managed care organization tax enacted by Proposition 35 (2024), and legislative strategies.
Special guests Adam Wilson and Michaela Peters from the San Diego Local Agency Formation Commission (LAFCO) provided an update on the Municipal Service Review (MSR) for the four health care districts in San Diego County. LAFCO is a state-mandated independent agency in California that regulates city and special district boundaries, coordinates the formation of special districts, and studies municipal services. The MSR evaluates the efficiency and effectiveness of municipal services. The current review — conducted in collaboration with their consultant, Progressive Healthcare — is nearing completion and will be presented to the commission for public review. The process includes data gathering, draft preparation, and stakeholder feedback. The goal is to update service boundaries and improve coordination among health care providers.
