The HASD&IC Board of Directors convened on Sept. 21. Board Chair Tom Gammiere, Corporate SVP/Regional Chief Executive – South, Scripps Health, officiated. 

Special guests Mayor Todd Gloria and San Diego County Board of Supervisors Chair Nathan Fletcher met with the board and engaged in update and discussion of our region’s overall health needs and the following important issues: people experiencing homelessness, housing/shelter, behavioral health, CARE Courts, conservatorship, Medi-Cal Managed Care, CalAIM, and workforce needs. Gloria and Fletcher emphasized their commitment for city and county to work collaboratively to address these issues and offered their support in state legislative advocacy efforts.

HASD&IC EDUCATION OPPORTUNITY: The Department of Health Care Services (DHCS) will join HASD&IC for a webinar on Oct. 20 from 10 to 11 a.m. (PT) on the Hospital Presumptive Eligibility Program and the COVID-19 Uninsured Group Program. DHCS will provide an overview of both programs and share common mistakes made by providers that cause delays in benefits. There will be time for Q&A at the end of the presentation. Because we would like to give DHCS time to review your questions in advance and respond during the Q&A session, please submit your questions by Oct. 14. Advance registration is requested.

During times of extreme weather, California power companies recommend residents have a disaster preparedness plan in place in the event power must be shut off for safety reasons. Medical baseline programs enable patients who depend on power for certain medical conditions and independent living needs to lower energy rates and, most importantly, receive advance notice of public safety power shutoffs to their residence.

WORKFORCE: The San Diego Workforce Partnership recently launched the Healthcare Administration Pathways Program. This program will put participants with no health care experience (but preferable experience in hospitality or retail) through the UC San Diego (UCSD) Division of Extended Studies Revenue Cycle and Management Intensive Course at no cost to them. The partnership is working with UCSD, Rady’s Children’s Hospital, and Scripps Health to fill patient access representative I positions in hopes of diversifying the pipeline of workers. Participants who complete the course will also be eligible to sit for the certified revenue cycle specialist exam, which the workforce partnership will also fund. The San Diego Workforce Partnership is looking to expand partnerships with more hospitals in the region for this program.

As San Diego County’s population ages, so do this demographic’s health needs. Consider that by the year 2030, one in four San Diegans will be age 60 or older. That’s why in 2019, the San Diego Senior Emergency Care Initiative was launched. This first-of-its-kind public-private partnership — spearheaded by the County of San Diego and West Health — is designed to ensure this growing population has access to high-quality, senior-friendly care before.

CALAIM INCENTIVE PAYMENT PLAN PROGRAM UPDATE: The California Advancing and Innovating Medi-Cal (CalAIM) Incentive Payment Program is intended to support the implementation and expansion of enhanced care management and community supports by incentivizing managed care plans (MCPs) to drive MCP delivery system investment in provider capacity and delivery system infrastructure. It is also intended to bridge current silos across physical and behavioral health care service delivery; reduce health disparities and promote health equity; achieve improvements in quality performance; and encourage take-up of community supports. More information on the MCP Incentive Payment Plan Program Year 1 Gap Filling Plan is available by county (San Diego and Imperial included) on the Department of Health Care Services website.
